乌镇一期保护工程的成功，保护了乌镇宝贵的历史风貌和遗产，同时也给乌镇的地方经济带来了蓬勃生机。但由于其面积只占乌镇总面积的四分之一不到，乌镇还有大量的经典明清建筑群尚待保护修复，加上受地理环境的限制，无法为游客提供更完善的服务，所以乌镇从2003年开始，启动省级重点项目----乌镇古镇保护二期工程（西栅景区），投入巨资对西栅街区实施保护开发。

 相对一期保护开发工程，二期西栅景区的保护开发更加完善彻底，人和环境、自然、建筑更为和谐。景区内保存有精美的明清建筑三十余万平方米，横贯景区东西的西栅老街长度达1.8公里，两岸临河水阁绵延1.8公里余。内有纵横交叉的河道近万米，形态各异的古石桥72座，河流密度和石桥数量均为全国古镇之最。景区北部区域则是五万多平方米的天然湿地。一、二期景区最大的区别在于，一期是个与其它古镇类似的“观光型”景区，而二期则是一个前所未有的“观光加休闲体验型”水乡古镇景区，古镇不再仅仅是一个“活化石”、“博物馆”，而是完美地融合了观光与度假功能，成为一块远离尘嚣...的安谧绿洲。
